Assuming that it's the same chant as 'Here we go, here we go... etc" then it's 'The Stars and Stripes' by John Phillip Sousa.

Morrisseys chant is at the end of, T.H.M.R., now copied by Princess Red Beard and the Merckle-Urkle species of Professional-narcissists, on the Opro show, all bemoaning it's lot in life.
 
So, Stars and Stripes Forever is the(?) source for the tune, but probably the Morrissey chant is more immediately influenced by English football chants with the same tune/cadence: You're welcome, Love America
