Hmmmm... nobody knows, of course, but there are those who would suggest Hogg, I suppose.

Obviously at the time some people claimed the song was about Stipe, which I doubt. But period pictures of them together are rather charming.

Hogg? Could be I guess. Unlikely though, at least according to Simon Goddard - he said in Mozipedia that Morrissey, Hogg etc would go out to gay bars and Hogg would pick boys up. I can't see Morrissey agreeing to be somebody's bit on the side :p
