The way the music business then was different. Record companies were prepared to market more records including stand alone singles. That doesn't happen anymore. Record companies need to make as much money on one album before they will allow artists to go back into the studio.
However, if you look at The Smiths singles quite often they wouldn't have unique b-sides. They tended to use album tracks and live tracks a lot. Morrissey has been far more prolific in that area. Quarry is a double album if you take into account the b-sides.
