Where do the tickets go?

I just dont understand these ticket agencies. I rang yesterday on the 'pre sale' for a seated (as I cant get there early enough to queue) and the best on offer was upper tier 9. Today on ticketmaster the best on offer is upper tier 4.

Where the hell do all the tickets go for lower tier seating or upper tier seating nearer the stage. It is so frustrating and bloody annoying.

Yesterday in the presale, I got really great tickets in th eseats in Glasgow. Got a confirmation email and my card was debited for the amount. Two hours later, I get an email saying that they have been cancelled and the best seats they can now offer are rows further back. I smell a rat.....

I had no problems at all with SEETICKETS. Nice, easy, simple transaction - no complaints here.

Is most people getting problems with them?
